Billionaire Howard Marks Warns AI Startup Valuations May Be 'Lottery Tickets'

AI Hurtles Ahead: Howard Marks on the 'Lottery Ticket' Reality of Tech Valuations

Howard Marks, the billionaire co-founder of Oaktree Capital Management known for his mastery of market cycles, has released a high-stakes update to his thoughts on the artificial intelligence landscape. In his latest memo, titled "AI Hurtles Ahead," released in late February 2026, Marks shifts his tone from the cautious skepticism of 2025 to a nuanced acknowledgment of AI's revolutionary power—while maintaining a stern warning about the price of entry.

The Shift from Assistant to Agent

Marks notes that in just a few months, AI has undergone a fundamental transformation. He categorizes the evolution of AI into three distinct levels:

  • Level 1 (Chat AI): Conversational tools that provide answers but require human execution.
  • Level 2 (Tool-using AI): Systems that can search, analyze, and perform specific tasks under constant instruction.
  • Level 3 (Autonomous Agents): Systems where a user sets a goal and parameters, and the AI independently executes, reviews, and submits a finished product.

Marks argues that as of early 2026, we have firmly entered Level 3. This transition represents the leap from "labor assistance" to "labor replacement," a shift that Marks believes separates a $50 billion niche market from a multi-trillion dollar economic pillar.

The 'Lottery Ticket' Warning

Despite his conviction that the technology is real and potentially underestimated, Marks remains a value investor at heart. He reserves his sharpest criticism for the venture capital frenzy surrounding AI startups.

Marks explicitly warns that assigning multi-billion-dollar valuations to startups that have yet to announce products or even define clear business strategies is akin to buying lottery tickets. While a few winners may achieve astronomical wealth, he cautions that the vast majority of these "tickets" will likely end up worthless.

He points to several red flags currently appearing in the market:

  1. Circular Revenue: Companies within the AI supply chain purchasing from one another to inflate growth figures.
  2. Lack of Product-Market Fit: Massive capital infusions into firms that are still in the "conjecture" phase rather than the "proven utility" phase.
  3. Irrational Exuberance: A psychological shift where investors ignore traditional valuation metrics in favor of FOMO (Fear Of Missing Out).

AI vs. The Human Investor

Marks also addresses the existential threat AI poses to his own industry. He admits that AI possesses many qualities of a superior investor: it can process vast datasets, has an infinite memory, and is immune to the human emotions of greed and fear.

However, Marks identifies a critical 'moat' for humans. AI is fundamentally a pattern-matching engine based on historical data. It struggles with unprecedented events—the "black swans" or shifts in the zeitgeist that have no prior template. Furthermore, Marks notes that AI lacks "skin in the game." It does not feel the physical or psychological weight of a wrong call, an intuition he deems essential for truly exceptional investing.

Conclusion: The Prudent Path

Marks' final advice to investors is a rejection of binary thinking. He suggests that because no one can definitively prove if we are in a bubble, the only logical posture is selectivity and prudence.

He concludes that while no one should go "all-in" due to the risk of ruin, staying "all-out" risks missing one of the greatest technological step-forwards in human history. The goal for the modern investor is to participate in the AI revolution without falling for the allure of the high-priced lottery tickets that currently clutter the startup ecosystem.
